Creating Better Tools to Finance Environmental Clean-up

Creating a funding package is one of the greatest challenges to clean-up of contaminated properties. Washington State has a tremendous grant program to support local governments and ports undertaking these clean-ups. A new study has just been released that reviews alternatives to improve this program. Frank Chmelik provided the environmental law input for the study as part of the consultant team under contract to the Washington Public Ports Association and in partnership with the Department of Ecology.
